Colorado Child & Family Investigator (CFI) — Complete Guide & Statewide Directory

Everything a parent needs on Colorado CFIs in one place: what a CFI is, what they can and cannot do, CFI vs. PRE, the rules that bind them, the forms to use — plus a searchable directory of all 151 court-rostered CFIs across every one of Colorado’s 23 judicial districts, straight from the official state roster.

Charles E. Liken Jr., Esq. — On Colorado's Legal Front Lines Since 1995 · Government Investigator, Denver Human Services (1997–2003) · Licensed Colorado Attorney Since 2003 ~ 20+ Years in Private Practice · Colorado Deputy District Attorney (2018–2020) · Colorado Court-Appointed Child and Family Investigator

The CFI, in plain English

When parents can’t agree on parenting time or decision-making — or when one side raises allegations a judge can’t sort out from the bench — the court appoints a neutral Child & Family Investigator (CFI) under C.R.S. § 14-10-116.5 to investigate and recommend what is in the children’s best interests. A CFI is deliberately a brief, non-intrusive, cost-capped investigation — not a deep clinical work-up. Understanding exactly what that means, and what it does not mean, is where most parents either protect their case or accidentally hurt it.

Yes — your attorney is a court-appointed CFI, too.

Charles E. Liken Jr., Esq. appears on the official Colorado CFI roster — rostered and accepting cases in 6 judicial districts spanning the north Denver metro and the northern Front Range. When your case has a CFI in it, that means your lawyer knows the investigation from the inside — how it’s built, what moves the needle, and where a weak report cracks. He also spent 700+ investigations as a government investigator and 2018–2020 as a Deputy DA. Whether you need a CFI requested, prepared for, or challenged, that is the exact chair he sits in.

About this directory. Compiled from the official Colorado Judicial Branch statewide CFI roster (all 23 judicial districts), harvested July 2026, harvested across all 23 judicial districts and de-duplicated. Emails and phone numbers are transcribed from the official roster; websites are shown where independently verified (a few practice on email-only domains). Inclusion indicates eligibility only — not certification, endorsement, or a recommendation by any court or by The Longmont Law Firm. Rosters change; the live state roster is the source of truth. The Start Package

Who, how & why — and the lines a CFI can’t cross

✓ What a CFI CAN do

  • Interview both parents, the children (age-appropriately), and collaterals — teachers, therapists, doctors, coaches.
  • Do a home visit and review records the appointment order covers.
  • Make specific written recommendations on parenting time, decision-making, and the best-interests factors in § 14-10-124.
  • Recommend (to the court) drug testing, a substance-abuse evaluation, therapy, or a fuller psychological evaluation (a PRE).
  • Testify at the hearing and be cross-examined on the report.

✗ What a CFI CANNOT do

  • Order anything — only the judge orders. A CFI recommends; the court decides.
  • Perform psychological testing or a full mental-health evaluation — that is a PRE’s job (§ 14-10-127). A CFI runs a brief assessment.
  • Provide therapy to the family, mediate the case, or act as anyone’s lawyer (CJD 04-08, Standard 4 — dual-role ban).
  • Take the case with a prior personal, financial, or social relationship to a party (must file a JDF 1338 within 7 days).
  • Exceed the fee cap without a written court order for extraordinary circumstances.

Testing authority, straight: a CFI can recommend that the court order drug testing or a substance-abuse or mental-health evaluation — but a CFI cannot order it and cannot perform psychological testing. If real diagnostic testing is needed, the tool is a PRE (JDF 1331 / JDF 1332), and only a qualified mental-health professional (in this directory, a psychologist / “PSY”) can do it. Colorado currently lists just 2 psychologist-CFIs statewide.

💰 Can’t afford a CFI? How to get one state-paid

Cost should not decide your children’s case. If you qualify as indigent, the State of Colorado pays the CFI’s fee under CJD 04-05. Here is the path, start to finish:

  1. Ask for the CFI. File a JDF 1317 (or agree with the other side) requesting the appointment.
  2. Apply for state payment. File the JDF 208 — this is the indigency application. The court weighs your income and assets against the state guidelines.
  3. Pick from the state-paid roster. Only CFIs who accept state-paid work can be assigned — 111 of 151 in the directory below do. Filter for “State-paid OK.”
  4. The judge signs the JDF 1318 setting the scope and the state-pay allocation. If only one parent is indigent, the court can split the cost; both parents state-paid only if both are found indigent (§ 14-10-116.5(3)(b)).
  5. Know the tradeoff: state-paid CFIs are in high demand and the state rate is lower, so availability can be tighter — apply early.
RULES THAT BIND EVERY CFI

The governing authority — cite these

C.R.S. § 14-10-116.5The CFI statute — appointment, scope, best-interests mandate, and the indigency rule.
C.R.S. § 14-10-127The PRE statute — the deeper evaluation a CFI is not.
CJD 04-08Chief Justice Directive governing CFIs: qualifications, 30+ hrs training, the $3,250 / $500 fee caps, the dual-role bans, the 35-day report deadline, and the complaint process.
CJD 04-05Sets the state-paid CFI rates and maximum total fees for indigent appointments.
Fee capPrivate-pay: $3,250 per appointment presumptive max, plus up to $500 for testimony — exceeded only by written court order for extraordinary circumstances.
Report deadlineIf the order sets no date, the report is due at least 35 days before the hearing (CJD 04-08, Standard 10).
ComplaintsFirst request preliminary findings from the presiding judge (JDF 1361), then file with SCAO within 6 months — short deadlines.
ConflictsEvery CFI must file a JDF 1338 within 7 days and avoid any appearance of impropriety (Standard 2).

The insider read: a CFI report frames the entire hearing — judges lean on a credible neutral’s work, and the side fighting it carries the practical burden. That is why the investigation phase, not the hearing, is where CFI cases are won or lost.
